The garden showcases a meticulous design philosophy, placing emphasis on the use of rocks to craft three-dimensional stone pictures. Notably, all the large rocks in Ju Raku En were thoughtfully arranged by the Garden's designer, Professor Kinsaku Nakane of Kyoto.
